    Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
    With a view to enhancing the protection of migrants, particularly during the COVID19 health pandemic, and to promoting migrant contributions to Indonesia’s development priorities, IOM Indonesia works closely with the Government of Indonesia (including the Ministry of Foreign Affairs, Ministry of Manpower, and National Board for the Protection of Indonesian Migrant Workers (BP2MI), and others), private recruitment agencies, and civil society organizations.  Through these and other strategic partnerships, IOM will continue to provide policy advice, technical support and migrant assistance to enhance national priorities for improving the status of overseas Indonesian workers and for the elaboration and implementation of key aspects of improved migration governance.  In addition, in line with the IOM Global Strategic Preparedness and Response Plan for COVID-19, IOM is undertaking urgent action to enhance protections, reduce stigma, promote social cohesion and mitigate the health and socio-economic impacts of the Crisis on overseas migrant workers, particularly those returning to Indonesia.
    Under the direct supervision the National Project Officer and the overall supervision of the Programme Coordinator and in close coordination with other relevant unit in the mission, the successful candidate will be responsible for the provision of assistance to survivors and individuals at risk of GBV and migrant workers in quarantine, including the implementation, monitoring and coordination of project activities in targeted areas of the “Critical Covid-19 Responses For Migrants And Refugees In Indonesia” project.
    Responsibilities and Accountabilities
    • Identify vulnerable migrant workers, refugee or asylum seekers who may require additional assistance, such as victims of trafficking and GBV survivors, as well as on the prevention of sexual exploitation and abuse (PSEA), or other vulnerable cases.
    • Ensure referrals and appropriate assistance for GBV survivor and individual at risk of GBV are available despite of the pandemic.
    • Map suitable service providers, NGOs, goverment organization or other third parties for delivering GBV responses and program.
    • Ensure assistance for GBV survivors for counseling, legal assistance and safe shelter assistance if required, with consideration of safe physical; distancing measures in place and/or via telecommunication counseling that prioritize safety and dignity of the survivor
    • Facilitate and support training for community support groups, training in enhancing and establishing refugee women’s peer-to-peer support groups that foster value of participation and empowerment for survivor.
    • Facilitate capacity building in term of GBV awareness to related staff and partners.
    • Prepare and roll out information, education, and communication activities to contribute addressing negative gender norms among migrant workers, the refugees and host communities.
    • Prepare and support coordination meetings with government partners to strengthen refugee access to existing and functioning services for GBV cases.
    • Support trainings on theoretical and practical aspects of GBV services, as well as on the prevention of sexual abuse and exploitation (PSEA).
    • Support the provision of assistance for most vulnerable cases such as victims of trafficking, survivors of GBV or other vulnerable cases, including food, water, NFIs, and other forms of protection assistance.
    • Conduct protection needs assessment, including data collection through quantitative and qualitative methods, in order to identify problems/gaps, risk and vulnerabilities, particularly those related to gender and age. Further, proposing/prioritising initiatives to reduce these risks and increase the resilience capacity within the target beneficiaries in shelter and community settings
    • Conduct screening, and referral of incoming migrant workers to quarantine and health services so they receive proper assistance and conduct the provision of care, services and protection for refugee and asylum seeker under IOM care in his/her area of responsibility and in strict compliance of the agreed IOM Operational Guidelines.
    • Conduct regular monitoring of migrant workers in quarantine facilities and regular visit to appointed accommodations to monitor migrant workers, refugee and asylum seeker activities in order to verify if care, services and protection are provided in a timely and efficient manner that uphold humanitarian protection principle.
    • Conduct basic counselling services for GBV survivor and protection activities, including referral of care and service for migrant, refugee and asylum seeker under IOM care.
    • Organize case management of migrant workers, refugee and asylum seeker with additional vulnerability that include; case identification and documentation, that covers a complete profiling of migrants who undergo psychological/mental health assessment, consultation, treatment and referral.
    • Conduct and developing report on proper monitoring and evaluation activities including those implemented by partners in regular basis by utilizing means of verifications stated in project proposal. 
    • 1Maintain good communication with local authorities in carry out ad hoc support of the migrant workers, refugee and asylum seeker activities including conduct regular socialization in the accommodation and shelter of responsibility.
    • Coordinate with IOM operation, medical, WASH and other divisions within IOM Regional for provision of service within agreed standard.
    • Perform such other duties as may be assigned.
    Required Qualifications and Experience
    • University Degree in Psychology, Social Science, Counselling, Management, Economic, Engineering or other related field from an accredited academic institution, with three years of relevant work experience in any of these fields, or;
    • Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
    • Indonesian National with good knowledge of, and experience in project implementation and operational.
    • Understanding context and experience in dealing with Indonesian migrant worker, refugee and asylum seekers, experience in interpreting are distinct advantage.
    • Experience in conducting community empowerment programme and community-based training activities is an advantage.
    • Knowledge in assisting emergency operations activities.
    • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations.
    • Language skills and diplomacy are required.
    • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
    • Proficient in computer applications: Ms-Office.
    • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
    Fluency in English and Bahasa Indonesia is required, both written and spoken.
