    International Organization for Migration
    Established in 1951, the International Organization for Migration (IOM) - UN Migration - is the leading inter-governmental organization dedicated to promoting human and orderly migration for the benefit of all.  It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families and their communities.

    With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM also works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people.     In Indonesia, IOM operations date back to 1979 with the processing of Vietnamese boat people arriving in Tanjung Pinang port, Riau Islands.  Since, IOM’s activities have expanded both in terms of geographic reach and target population.

    Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
    With a view to enhancing the protection of migrants, particularly during the COVID19 health pandemic, and to promoting migrant contributions to Indonesia’s development priorities, IOM Indonesia works closely with the Government of Indonesia (including the Ministry of Foreign Affairs, Ministry of Manpower, and National Board for the Protection of Indonesian Migrant Workers (BP2MI), and others), private recruitment agencies, and civil society organizations.  Through these and other strategic partnerships, IOM will continue to provide policy advice, technical support and migrant assistance to enhance national priorities for improving the status of overseas Indonesian workers and for the elaboration and implementation of key aspects of improved migration governance.  In addition, in line with the IOM Global Strategic Preparedness and Response Plan for COVID-19, IOM is undertaking urgent action to enhance protections, reduce stigma, promote social cohesion and mitigate the health and socio-economic impacts of the Crisis on overseas migrant workers, particularly those returning to Indonesia.
    Under the direct supervision the National Project Officer and the overall supervision of the Programme Coordinator and in close coordination with other relevant unit in the mission, the successful candidate will be responsible for provision of basic services and targeted assistance to beneficiaries, including the implementation, monitoring and coordination of project activities in targeted areas of the “Critical COVID-19 Responses For Migrants And Refugees In Indonesia” project.
    Responsibilities and Accountabilities
    • Maintain good relationships with government and community stakeholders to coordinate the delivery of project activities in the area of responsibility and inform the supervisor of any issues of concern that may arise.
    • Assess and collect information from targeted beneficiaries (in particular Indonesian migrant workers), monitor their activities and ensure the availability of humanitarian assistance, including conducting data collection for psychosocial and protection needs assessment, utilizing both quantitative and qualitative methods, in order to identify problems/gaps, risk and vulnerabilities, particularly those related to gender and age.
    • Ensure and verify all provided basic services fulfill the needs according to COVID-19 risk mitigation as well as personal safety and hygiene.
    • Coordinate with the relevant unit; i.e. Health, WASH, MHPSS and GBV to ensure synergy and that all target beneficiaries are provided with adequate and appropriate logistical, medical and protection services.
    • Assist MHPSS staff to organize the provision of care, services and protection for Indonesian migrant workers, refugees and asylum seekers under IOM in his/her area of responsibility and in strict compliance with Operational Guidelines.
    • Carry out livelihood activities and assist MHPSS and WASH staff to implement tailor-made psychosocial program and WASH activities by fully respecting the confidentiality on beneficiary’s information.
    • In close cooperation with government and civil society partners, assist in providing form of assistance for victims of trafficking, survivors of GBV or other vulnerable cases, including food, water, non-food items, and other forms of protection assistance.
    • Facilitate liaison with relevant government institutions and local government and stakeholders, when required.
    • Support the technical preparation for monitoring and evaluation activities in a regular basis by utilizing means of verification stated in the project proposal.
    • Drafting reports including ad hoc activity report, field visit report, monitoring and evaluation reports, vulnerability statistics, Monthly Progress Report and other reports needed by the Supervisor/respective Manager.
    • Identify and documenting suitable service providers, NGO, Government Organization or other third parties for delivering psychosocial program.
    • Perform other duties as may be assigned.

    Required Qualifications and Experience
    • University degree from an accredited academic institution, preferably in Psychology, Social Science, Counselling, Management, Economic, Engineering or other related field, with three years of relevant work experience in any of these fields, or;
    • Completed High School degree from an accredited academic institution, with five years of relevant professional experience
    • Indonesian National with good knowledge of, and experience in project implementation and operational.
    • Understanding context and experience in dealing with Indonesian migrant worker, refugee and asylum seekers, experience in interpreting are distinct advantage.
    • Experience in conducting community empowerment programme and community-based training activities is an advantage.
    • Knowledge in assisting emergency operations activities.
    • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations.
    • Language skills and diplomacy are required.
    • Good communication skills, personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking.
    • Proficient in computer applications: Ms-Office.
    • Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
    Fluency in English and Bahasa Indonesia is required, both written and spoken.
