    Established in 1951, the International Organization for Migration (IOM) - UN Migration - is the leading inter-governmental organization dedicated to promoting human and orderly migration for the benefit of all.  It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families and their communities.

    With 172 member states, a further 8 states holding observer status and offices in over 100 countries, IOM also works to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement.
    In Indonesia, IOM operations date back to 1979 with the processing of Vietnamese boat people arriving in Tanjung Pinang port, Riau Islands.  Since, IOM’s activities have expanded both in terms of geographic reach and target population.

    Today, IOM Indonesia is one of the largest IOM missions in the world, with staff members located across the country and working on a wide range of activities in partnership with the Government of Indonesia, civil society, and the donor community.     Position Title : National Project Officer

    Type of Appointment : Special Short-Term contract up to 31 December 2020 with possibility of extension, (the whole period of initial contract shall be considered as probation period).

    Context:
    Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
     
     
    With a view to enhancing the protection of migrants, particularly during the COVID19 health pandemic, and to promoting migrant contributions to Indonesia’s development priorities, IOM Indonesia works closely with the Government of Indonesia (including the Ministry of Foreign Affairs, Ministry of Manpower, and National Board for the Protection of Indonesian Migrant Workers (BP2MI), and others), private recruitment agencies, and civil society organizations.  Through these and other strategic partnerships, IOM will continue to provide policy advice, technical support and migrant assistance to enhance national priorities for improving the status of overseas Indonesian workers and for the elaboration and implementation of key aspects of improved migration governance.  In addition, in line with the IOM Global Strategic Preparedness and Response Plan for COVID-19, IOM is undertaking urgent action to enhance protections, reduce stigma, promote social cohesion and mitigate the health and socio-economic impacts of the Crisis on overseas migrant workers, particularly those returning to Indonesia.
     
    Under the direct supervision of Programme Coordinator and overall supervision of the Chief of Mission (COM), the successful candidate will be responsible in supporting the Programme Coordinator to coordinate and monitor the implementation of all project activities by taking the lead on liaison activities with various Government officials as well as perform managerial and strategic support where required as part of IOM’s COVID-19 response programming. 
     
    Required Qualifications and Experience
     
    Education
    • Master’s degree in Project Management, International Development, Migration Studies, International Relations, Management, Social Sciences or a related field from an accredited academic institution and has relevant training and managerial experience, or
    • University degree in the above fields with minimum two years of relevant professional experience.
     
    Experience
    • Indonesian National with good knowledge and understanding of the migration issues and migration related programming in Indonesia.
    • Has experience working in project implementation, donor liaison, operations, administration, capacity building is an advantage.
    • Ability to identify needs and proven ability to implement programmes.
    • Experience in working on labour migration context, counter trafficking, migration management/irregular migration activities, with exposure to immigration processes, as well as, beneficiary context.
    • Has experience supervising staff and build the capacity of staff as well as coordinate administrative activities. Ability to successfully lead and coach individuals;
    • Experience in projects implementation, monitoring and evaluation is highly desirable.
    • Past experiences in monitoring and evaluation of the project is an advantage.
    • Strong liaison and networking skills with state and non-state actors.
    • Strong training experience.
    • Ability to prepare clear and concise reports in English.
    • Proficiency in Microsoft Office tools like word, excel, PowerPoint.
    • Able to manage workload within general schedule of work, instructions and standard practices. Able to work with minimum supervision and maintain composure under pressure.
    • Team player and willing to travel to monitor project activities
    Skills
    • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations;
    • Experience in working with migrant workers, refugees, asylum seekers, internally displaced persons, victims of trafficking and other vulnerable groups; and,
    • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
    Languages
    Fluency in English and Bahasa Indonesia are required, both written and spoken.
